You can either copy each lines seperately into your console while having counter strike open..(you have to then do it each time you reopen cs)

Or you can go to your cstrike folder. Go into your userconfig.cfg or config.cfg doesnt matter which. And copy the entire script into that file. Then save it and open cs and start noscoping.
